Rumor: Microsoft about to announce the self-publishing for independent developers
Microsoft so far hasn't revealed his papers about it, but there have been many complaints from small developers-with the exception of amateur Indie Games channel-on Xbox 360 are forced to be a publisher of weight in order to be present on Live Arcade; the problem became even more felt since Sony announced that on PS4 developers will be able to auto-edit yourself without needing to rely to a Publisher.
Many people think that Microsoft will adopt a hybrid strategy: "native" titles on Xbox Live will require the presence of a Publisher even when carried out by independent studies-with Microsoft itself that will serve as Publisher for major titles as already done in the case of Minecraft, State of Decay and many others-but the console will have access to the Windows Storewhere developers can now auto-publish their own titles just like the Apple Store, or Google.
In this case, of course, the console does not give access to all applications but only those marked by developers as being compatible with the console interface, and these probably could not sfruttane all the power but only as permitted by triple Windows OS part of the Xbox One. Nevertheless, it would definitely be an excellent solution for small developers (even homemade ones) coming on the new console and maybe get something from selling games.
