Neon Giant reveals the secrets of Port Desire, the cyberpunk city of NO LAW

On the occasion of Unreal Fest 2026, the Neon Giant studio showed in detail the philosophy behind the development of NO LAW, its highly anticipated open-world shooter, explaining how it brought Port Desire, the fascinating and dense cyber-noir city that will be the backdrop to our adventures.

Creative director Tor Frick explained that the studio, made up of about twenty veteran developers, has chosen to follow the philosophy of density over the sheer extent of the map. Instead of creating an immense but empty world, the goal was to cram every street, alley, and interior with details, responsiveness, and gameplay opportunities, providing an incredibly layered urban experience.

To achieve this level of detail, the team leveraged the latest technologies from Unreal Engine 5 along with proprietary tools. Thanks to Nanite, we will be able to explore a city without interruptions and loads, characterized by an impressive visual density and handmade details without any impact on performance. Lumen and MegaLights technologies, on the other hand, manage a fully dynamic lighting and weather system, where hundreds of individual light sources will directly influence the behavior of artificial intelligence and our action strategies. In addition, the integration of Mass Framework and MetaHuman allows you to populate the streets with over three thousand unique and dynamic non-player characters.

The responsiveness of the environment will profoundly affect the way we move around the game world. For example, we can shoot streetlights to plunge enemies into darkness, forcing them to react to changes in light, shadow, and noise. By leveraging Chaos physics and other advanced technologies, the environment will dynamically respond to our actions with thousands of particles and destruction effects in real time.
