Please note that, although not yet officially announced, Microsoft has enabled a period "Free Play Days" for Borderlands: The Handsome Collection on Xbox One, which includes Borderlands 2 and The Pre-Sequel.

This means that both games are currently downloadable and playable for free from this page or by searching for "Borderlands The Handsome Collection" on the Store, but we don't know until the will; probably until the end of the weekend. Once the free period you will not be able to play, but if you choose to purchase the package you can keep playing while maintaining bailouts and objectives previously unlocked.
